What is a work permit in Canada?

A work permit is a document issued by Immigration, Refugees and Citizenship Canada (IRCC) authorizing a foreign national to work legally in Canada for a specified period.

Types of work permits

Closed work permit (with LMIA)

A closed work permit ties the worker to a specific employer. It generally requires a Labour Market Impact Assessment (LMIA) that the employer must obtain from Employment and Social Development Canada (ESDC).

**The LMIA proves that:**

No available Canadian worker or permanent resident can fill the position
Hiring a foreign worker will have a positive or neutral effect on the labour market

**LMIA processing time:** 2 to 5 months depending on employment category

Open work permit

An open permit allows the holder to work for any Canadian employer in any sector.

**Who can benefit?**

Spouse or partner of a skilled worker or international student
Refugee claimant who has filed a claim
Graduate of a recognized Canadian institution (PGWP)
Certain recognized refugees

International Mobility Program (IMP)

Some workers are exempt from the LMIA through trade agreements (CUSMA/USMCA) or cultural exchanges:

CUSMA/USMCA workers (specific professions)
Youth Working Holiday (IEC)
Intracompany transfer

Steps to get a work permit

1.Employer obtains an LMIA (if required)
2.Employer provides you with the job offer letter
3.You submit your permit application to IRCC online
4.IRCC processes your application (1 to 4 months)
5.You receive your introduction letter or permit

Work permit renewal

Submit your renewal at least 30 days before your current permit expires. If submitted before expiry, you benefit from implied status allowing you to continue working during processing.

Transition to permanent residence
